American agent, David Headley, who has been linked to Lashkar-e-Taiba, which was set up by Saudi intelligence and the CIA (according to Asia Times Online.).

According to the New York Times:

In 2007, Headley's Moroccan wife went to American authorities in Pakistan to warn them that her husband, David Headley, was plotting just such an attack.

Headley had worked for the United States Drug Enforcement Administration.

The 2008 Mumbai Attack was intended to cause conflict between Pakistan and India.

A senior administration official said, "We took the information, passed it around to the relevant agencies, and what came back was that the F.B.I. had a file on Headley, but it didn’t link him to terrorism."

The investigative news organization ProPublica reported a 2005 warning from Headley’s American ex-wife.

The American wife told Federal agents in New York City about her husband's links to Lashkar-i-Taiba.

Headley boasted both about working as an American informant, and about terrorist links. (FBI Was Warned Years in Advance of Mumbai Attacker's Terror Ties.)

According to The New York Times, "interviews illustrate his longstanding connections to American law enforcement and the ISI."

Headley was well known both to Pakistani and American security officials.

Headley’s Moroccan wife, Faiza Outalha, described the warnings she gave to American officials.

She says she showed American officials a photo of David Headley and herself in the Taj Mahal Hotel where they stayed twice in April and May 2007.

Hotel records confirm their stay.

She said: "I told them, he’s either a terrorist, or he’s working for you."

"Indirectly, they told me, to get lost."

David Headley once helped his American mother run a bar, called the Khyber Pass.
